When nationalising and democratising tendencies escalated globally in the late nineteenth and early twentieth centuries, imperial formations ruling over populations divided along multiple lines of ethnic differentiation had to confront a number of challenges. This held equally true for “Western” maritime and “Eastern” continental empires, especially when it came to questions of nationality and citizenship. Which prohibitive or enhancing power mechanisms and which strategies, from integration though equalisation and recognition to discrimination, did they employ to master these challenges?
