The new architecture of global urban governance entails an increasing transnationalisation of policy-making, which involves international institutions, private industry/builders and NGOs besides the state. This proliferation of actors and arena of governance is ambivalent in its effects on state sovereignty and citizenship rights. The paper delineates some of these shifts using ethnographic material from a World Bank financed ongoing urban infrastructure project in the city of Mumbai, India.
